Obviously the risk here is that of shared needles or blades.
The crucial thing is to make sure you use sterile needles or blades once only on only one person and then dispose of them carefully. Make sure anything sharp is wrapped up first so that anyone handling your rubbish cannot be pricked by it. If you want a tattoo, it is best to go to a recognised tattooist who can assure you that his or her equipment is sterilised after each tattoo is done.
Don't let anyone tattoo you until they've carefully explained how they use disposable equipment which cannot transmit infection.
Information about commercial and occupational tattooing hygiene is discussed at the end of HIV transmission: Infection control.
