National Guidelines for the Use of Pediatric Antiretroviral Therapy in Cambodia

The National Guidelines for the Use of Pediatric Antiretroviral Therapy is an important document to ensure the consistent and high-quality treatment and care of HIV-infected children at all pediatric AIDS care sites in Cambodia. This revision represents the 3rdedition of the National Guidelines for the Use of Pediatric Antiretroviral Therapy, which were originally approved by the Ministry of Health in October, 2004 and revised in November, 2007.

"Doing more with less": Social Return on Investment on KHANA integrated care and prevention program

From 2007 to 2011, KHANA implemented a European Commission (EC) supported program including two main program components: Focused Prevention for most at risk populations (MARP), and Integrated Care and Prevention (ICP) for people living with HIV (PLHIV) and orphans and vulnerable children (OVC). The program operated in three provinces: Kampong Chhnang, Kampong Speu and Prey Veng. Through the ICP component KHANA and our implementing partners provide community based care and support taking a holistic approach to the varied needs of individuals and communities. The program include addressing psycho-social needs, reducing stigma and discrimination, improving economic sustainability, food support, and financial support to reduce barriers impeding access to basic services such as health care and schooling. Recently there has been increased debate about value for money related to development and health programs. In response to this, International HIV/AIDS Alliance adapted and simplified a Social Return on Investment (SROI) methodology for use at the community level. SROI is a form of social cost benefit analysis which aims to monetise program outputs and outcomes. The methodology incorporates social, health, environmental and economic costs and benefits, enabling the calculation of cost to benefit ratio to indicate the return on investment of a particular program. KHANA integrated a SROI study into the end-line evaluation of EC supported program. This SROI study was the first of its kind conducted in Cambodia, focused on community based care and support for people affected by HIV. It is a timely study and interesting approach in line with donors’ current emphasis on cost efficiency and effectiveness, value for money, and “doing more with less”. Our objective was to assess the return on community based responses to HIV, care, support and treatment, using primary research in communities reached by the EC supported program.

PRASIT: Using Strategic Behavioral Communication to Change Gender Norms in Cambodia

Programs focused on promoting gender equity and combating detrimental gender norms play a key role in HIV prevention. This case study (one of nine in a series) documents how the PRASIT program in Cambodia targets entertainment workers, their mainly middle class and male clients, and males who have sex with males using strategic behavior communication. Although the programs vary in their approaches, strategies employed by PRASIT have focused on community outreach, mass media campaigns, and peer education.

Assessment of Provider-Initiated Testing and Counseling Implementation: Cambodia

In 2007, Cambodia initiated “Healthcare Provider-Initiated Testing and Counseling,” in which health care providers in specialty clinics would recommend routine referral for HIV testing at a voluntary confidential counseling and testing site. The approach varied from WHO guidelines in that it offered routine “referral” and not routine “testing.” AIDSTAR-One conducted a rapid assessment of Cambodia’s approach to identify the following: 1) promising practices in HIV testing and counseling; 2) challenges experienced implementing routine referrals; 3) opportunities and barriers to the WHO PITC approach; and 4) opportunities to address unmet needs. Included in this report are recommendations that define activities aimed to fill current gaps and could lay groundwork for implementing the WHO’s PITC approach in Cambodia.
